  • Recommendation:

    That West Grey council adjourns at ______p.m. for the purpose of proceeding into a public meeting, pursuant to section 34 of the Planning Act to review a proposed amendment to West Grey zoning bylaw no. 37-2006.

  • Recommendation:

    That the Council of the Municipality of West Grey does now go into a closed session at _____ p.m., with the CAO, Director of Administration/Clerk and Director of Finance/Treasurer for the purpose of addressing personal matters about an identifiable individual, including municipal or local board employees; matters pertaining to a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board; and to receive information explicitly supplied in confidence to the municipality or local board by Canada, a province or a Crown agency of any of them.

  • Recommendation:

    That council hereby adopts the minutes of the regular council meeting and the public meeting of June 1, 2021.

  • Recommendation:

    That council hereby approves the West Grey Local Accessibility Advisory Committee's recommendation that a letter of appreciation be sent to Elephant Thoughts for their meaningful work addressing accessibility in their programming in our community.

  • Recommendation:

    That council hereby approves the West Grey Local Accessibility Advisory Committee's recommendation that West Grey Council consider appointing a new member to the committee to replace a recent vacancy.

  • Recommendation:

    That the minutes and reports of the committees and boards be received.

  • Recommendation:

    That West Grey council hereby supports the 2022 Durham Homecoming Committee by:

    a) appointing a 2022 Durham Homecoming Committee of council at a future council meeting;

    b) providing financial support in the form of an interest free loan for the amount of
    $50,000.00; and

    c) providing reduced rental fees for facilities used to operate Durham Homecoming
    2022 and events leading up to homecoming.

  • Recommendation:

    That staff receive the comments for the Official Plan and Broos Subdivision; and 

    That a staff report be brought to a future meeting regarding Dark Sky policy options for corporate infrastructure, new development and electronic signs in West Grey.

  • Recommendation:

    That this matter be deferred to staff to investigate the concerns raised and advise council of the outcome.

  • Recommendation:

    That council receive report CAO – Connecting Links Program, Garafraxa Street bridge for information.

  • Recommendation:

    THAT council receive the West Grey Parks and Gardens Plan for information; and

    THAT council authorize staff to proceed with the Parks and Garden Plan for 2021 recognizing a potential budget variance to complete the plan.

  • Recommendation:

    That council receives the fees and charges update report for information; and that council recommends a bylaw be prepared to adopt the updated water/sewer rates for the next agenda.

  • Recommendation:

    THAT Council receive Planner Spencer’s updated report regarding Z03.2021, consider the comments received and provide first, second and third reading of the by-law.

  • Recommendation:

    That bylaw No. 35-2021, being a bylaw to amend West Grey zoning bylaw No. 37-2006, be read a first, second and third and final time.

  • Recommendation:

    That bylaw No. 48-2021, being a bylaw to authorize a transfer payment agreement with the Municipality of Grey Highlands, be read a first, second and third and final time.

  • Recommendation:

    That bylaw No. 49-2021, being a bylaw to amend West Grey zoning bylaw No. 37-2006, be read a first, second and third and final time.

  • Recommendation:

    That bylaw No. 50-2021, being a bylaw to confirm the proceedings of council, be reatd a first, second and third and final time.

  • Recommendation:

    Moved: Councillor Hamilton

    Whereas in July 2020 the Council of the Municipality of West Grey made a commitment to "actively work towards anti-racism and anti-oppression at every opportunity beginning with annual training for council, committee members, and employees for anti-racism, anti-oppression, diversity and inclusion, and the history of Aboriginal peoples"; and

    Whereas the report by the Truth and Reconciliation Commission of Canada contains ‘Calls to Action’ several of which are actionable by local governments including Call 57: “We call upon federal, provincial, territorial, and municipal governments to provide education to public servants on the history of Aboriginal peoples, including the history and legacy of residential schools, the United Nations Declaration on the Rights of Indigenous Peoples, Treaties and Aboriginal rights, Indigenous law, and Aboriginal–Crown relations. This will require skills-based training in intercultural competency, conflict resolution, human rights, and anti-racism.”

    Therefore be it resolved that the 2021 annual training program include education on the history of indigenous people.
