  • Recommendation:

    That West Grey council adjourns at ______a.m. for the purpose of proceeding into a public meeting, pursuant to section 34 of the Planning Act to review a proposed amendment to West Grey zoning bylaw no. 37-2006.

  • Recommendation:

    That the minutes of the regular council meeting of May 18, 2021 are hereby adopted as circulated.

  • Recommendation:

    That West Grey council approve the following recommendation:

    Whereas the Council of West Grey unanimously declared a Climate Crisis in 2019; and

    Whereas the current Official Plan was created prior to the Climate Crisis declaration; and

    Whereas per the existing Official Plan the Municipality of West Grey Official Plan has been designed to conform to the County of Grey Official Plan. In the event of a conflict between these two documents, the County Official Plan shall prevail, as mandated in The Planning Act(R.S.O. 1990).That notwithstanding, the Municipality of West Grey Official Plan (2) April 30, 2021 may be more restrictive than the County of Grey Official Plan, in which case the more restrictive policies shall prevail;

    The West Grey Climate Action Advisory Committee recommends that the West Grey Official Plan revisions include Climate Change best practices throughout.

  • Recommendation:

    That council receives the fees and charges update report for information; and that council approves the updated fees and charges in the bylaw portion of the agenda.

  • Recommendation:

    That council approves the capital expenditure of up to $85,000 in 2022, and $85,000 in 2023 for the asphalt resurfacing of Artemesia-Glenelg Townline; and

    That council hereby directs that a bylaw be brought to the next regular meeting of West Grey council to ratify the decision to approve the two-year transfer payment schedule to the Municipality of Grey Highlands.

  • Recommendation:

    That bylaw 43-2021, being a bylaw to authorize a Connecting Links Program Contribution Agreement, be read a first, second and third and final time.

  • Recommendation:

    That bylaw 44-2021, being a bylaw to amend zoning bylaw No. 37-2006, be read a first, second and third and final time.

  • Recommendation:

    That bylaw 45-2021, being a bylaw to set fees and charges for certain services provided by the Municipality of West Grey, be read a first, second and third and final time.

  • Recommendation:

    That bylaw 46-2021, being a bylaw to adopt estimates of all sums required during the year, to strike the tax rates, and to provide for penalty and interest in default of payment thereof for the year 2021, be read a first, second and third and final time.

  • Recommendation:

    That bylaw 47-2021, being a bylaw to confirm the proceedings of council, be read a first, second and third and final time.

  • Recommendation:

    Moved: Councillor Townsend

    Whereas West Grey staff are dedicated to continuous improvement and finding efficiencies in municipal operations; and

    Whereas year-end surpluses and operational savings have traditionally been allocated to a capital reserve; and

    Whereas council deems it expedient to consider staff recommendations for the allocation of any year-end surplus that may assist in implementing efficiencies; and

    Now therefore be it resolved that a staff report be included in the 2022 preliminary budget meeting outlining options for year-end surplus or deficit, including the option of presenting any surplus generated as a result of implementing efficiencies during Budget deliberations, with a request to allocated these for funding further efficiencies.

     

  • Recommendation:

    That the Council of the Municipality of West Grey does now go into a closed session at _____ a.m./p.m., with the CAO, Director of Administration/Clerk and Director of Finance/Treasurer for the purpose of addressing personal matters about an identifiable individual, including municipal or local board employees; matters pertaining to a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board; and to receive information explicitly supplied in confidence to the municipality or local board by Canada, a province or a Crown agency of any of them.

  • Recommendation:
