  • Recommendation:

    That West Grey council adjourns at ____ a.m. for the purpose of proceeding into a public meeting, pursuant to section 34 of the Planning Act to review a proposed amendment to West Grey zoning bylaw no. 37-2006.

  • Recommendation:

    That council hereby adopts the minutes of the special council meeting of April 14, 2021 and the public meeting and regular council meeting of April 20, 2021, as circulated.

  • Recommendation:

    That council hereby directs that the following delegation requests be made for the AMO conference: _____

  • Recommendation:

    That West Grey Council supports the Municipality of Calvin's resolution in support of the Norfolk County Agricultural Advisory Board’s letter dated December 20, 2020 regarding the application of the carbon tax on primary agriculture producers; and 

    That this resolution be sent to the Minister of Environment and Climate Change.

  • Recommendation:

    That West Grey Council hereby supports the resolution of the Town of Cochrane supporting the Township of Hudson wherein they request that the Federal and Provincial Governments include apparatuses, training, equipment and structures for fire departments as eligible categories to any further infrastructure funding programs.

  • Recommendation:

    That council declare the 1992 E-ONE Pumper as surplus; and further

    That council direct the fire chief to proceed with disposal of the vehicle through auction; and further,

    That the proceeds of the sale be allocated to the Neustadt Fire budget to offset the new truck now in service.

  • Recommendation:

    That council receives the report Memorandum of Understanding re: Lions’ Heritage Park for information; and

    That council considers adoption of the Memorandum of Understanding during the bylaw portion of the meeting.

  • Recommendation:

    That council receives the report Alternative Voting Follow-up; and

    That council directs staff to bring forward a bylaw to permit internet and telephone alternative voting methods for the 2022 municipal election; and

    That council authorizes staff to proceed with the request for proposals process for an alternative voting method service provider for the 2022 municipal election.

  • Recommendation:

    That West Grey council hereby declares lands known as Pt. Lot 27, Con. 1 Division 2, EGR, Glenelg Pt. 1, l 7R1399 N of Pt. 1, 16R5753 & Pt. 2-3, 17Rl640 & W of Pt. 1, 17R3099, West Grey, being an unopened road allowance in Durham, West Grey, to be surplus to the needs of the municipality; and

    That staff proceeds with the process to dispose of said lands pursuant to the provisions set out in West Grey sale of land bylaw No. 23-2008.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 31-2021, being a bylaw to authorize an Ontario Transfer Payment Agreement between Her Majesty the Queen in Right of Ontario as represented by the Solicitor General, for the Fire Safety Grant Program.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 32-2021, being a bylaw to adopt the estimates of revenue and expenditures for the Municipality of West Grey for the year 2021.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 33-2021, being a bylaw to adopt council remuneration rates for 2021.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to bylaw 34-2021, being a bylaw to amend Zoning Bylaw No. 37-2006, be read a first, second and third and final time.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to bylaw 35-2021, being a bylaw to amend Zoning Bylaw No. 37-2006, be read a first, second and third and final time.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to bylaw 36-2021, being a bylaw to amend Zoning Bylaw No. 37-2006, be read a first, second and third and final time.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to bylaw 37-2021, being a bylaw to amend Zoning Bylaw No. 37-2006, be read a first, second and third and final time.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 38-2021, being a bylaw to authorize a Memorandum of Understanding between the Municipality of West Grey and West Grey Durham Lions Club for the Lions Club Heritage Park Remodel Project.

  • Recommendation:

    That the Council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 39-2021, being a bylaw to confirm the proceedings of the Council of the Corporation of the Municipality of West Grey.

  • Recommendation:

    That the Municipality of West Grey will not make a request for or indicate its approval of any Minister’s Zoning Order applicable to land within the Municipality of West Grey and that the Municipality of West Grey requests the Government of Ontario to place an immediate and permanent moratorium on the issuance of Minister's Zoning Orders applicable to land within the Municipality of West Grey and that the Planning Act be amended to prohibit the issuance of Minister's Zoning Orders applicable to land within the boundaries of any municipality, save and except orders:

    1. which are limited to addressing an extraordinary and emergent circumstance that is a matter of provincial interest,
    2. which are limited to measures which the Municipality of West Grey could not otherwise bring into force in time to adequately address the relevant extraordinary and emergent circumstance,
    3. which are consistent with the Official Plan, Provincial Policy Statement, 2020, and Growth Plan for the Greater Golden Horseshoe and s. s. 24, s. 2, s. 3 of the Planning Act,
    4. which do not authorize urbanization outside of settlement area boundaries,
    5. which do not authorize development that would destroy or displace a Provincially Significant Wetland, Provincially Significant Woodland, Provincially Significant Valley Lands, Provincially Significant Wildlife Habitat, Coastal Wetlands, Areas of Natural and Scientific Interest or farmland,
    6. which are framed geographically or in their wording so as to not to limit any power that a Conservation Authority would otherwise have, and
    7. which are supported by the Minister’s comprehensive, written, and publicly-disclosed reasons for determining that the above criteria have been met.
    8. whose issuance is expressly requested through a lawfully adopted motion of the municipal government(s) to whose territory the Order pertains
  • Recommendation:

    That council hereby proceeds into closed session with the CAO/deputy clerk and the director of administration/clerk at _____ a.m. for the purpose of discussing a proposed or pending acquisition or disposition of land by the municipality or local board; and to receive advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

  • Recommendation:

    That we do now adjourn at _______ a.m./p.m., to meet again on May 18, 2021 at 6 p.m. or at the call of the chair.
