  • Recommendation:

    Whereas, the Municipal Act, S.O. 2001, Section 239 (2), as amended, authorizes councils of municipalities to close to the public a meeting or part of a meeting for dealing with certain subject matters,

    Now therefore be it resolved that, the council of the Municipality of West Grey, does now go into a closed session at ____ a.m., with the CAO/deputy clerk and clerk to discuss personal matters about an identifiable individual, including municipal or local board employees, a proposed or pending acquisition or disposition of land by the municipality or local board.

  • Recommendation:

    That West Grey council adjourn the regular meeting for the purpose of proceeding into public meetings pursuant to the Planning Act

  • Recommendation:

    That council reconvenes the regular council meeting at ______ a.m.

  • Recommendation:

    That council receives the delegation from Akiko Currie, Lead Architect and Keith Currie, Designated Protect Manager, Formworks, Inc. Architects, regarding West Grey Police Service Station be received.

  • Recommendation:

    That council hereby adopts the council minutes of November 17, 2020, as circulated.  

  • Recommendation:

    That council approve voucher no. 21-2020 in the amount of $3,682,983.79.

  • Recommendation:

    That council receive report “Grant applications: ICIP – COVID 19 Resilience Infrastructure Stream, and ICG grant be received; and

    That council approve the submission of a grant funding application under the Active Transportation Stream of the ICIP – COVID-19 Resilience Stream – Local Government Intake for the replacement of and repairs to existing playground structures and for the purchase of wayfinding signage for trails; and

    That council approve the submission of a grant funding application under the Inclusive Community Grant (ICG) for accessibility upgrades to the Durham Town Hall.

  • Recommendation:

    That council receive the report “Winter maintenance request - Candue Homes”; and,

    That the Municipality of West Grey provide winter maintenance services in the Sunvale subdivision at an hourly rate of $150 per winter event; and,

    That an agreement be brought forward at a future council meeting for ratification by bylaw.

  • Recommendation:

    That council approves allocating $9,000 to meet the deadline to place an order for flowers for the 2021 urban flower program.

  • Recommendation:

    That the Council of the Municipality of West Grey receives report Draft Community Grant Policy; and

    That education for members of the public regarding the grant policy be provided throughout 2021; and

    That a bylaw to adopt the policy be brought forward to a future meeting for approval.

  • Recommendation:

    That West Grey council receives the report from Clerk G. Scharback regarding the 2021 council meeting and holiday schedule; and

    That the 2021 council meeting and holiday calendar be approved as presented.

  • Recommendation:

    That the council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 83-2020, a bylaw to approve a Community Improvement Plan for the Municipality of West Grey.

  • Recommendation:

    That the council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 84-2020, a bylaw to appoint an Emergency Management Program Committee.

  • Recommendation:

    That the council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 85-2020, a bylaw to appoint a Municipal Emergency Control Group.

  • Recommendation:

    That the council of the Municipality of West Grey gives first, second and third and final reading to Bylaw No. 86-2020, being a bylaw to confirm matters addressed at the December 1, 2020 council meeting.

    That Council consider revising the number of Members on the Committee of Adjustment to five (5) members of Council.

    Whereas the Ontario Government proposes amendments to the Conservation Authorities Act and Planning Act in Schedule 6 of the Provincial Budget Bill 229, Protect, Support and Recover from COVID-19 Act (Budget Measures), 2020;

    Whereas the Municipality of West Grey relies on the expertise of Saugeen Valley Conservation Authority to make science-based decisions to protect residents, property, and natural resources by regulating development under the Conservation Authorities Act and engaging in reviews of applications under the Planning Act;

    Whereas Bill 229 provides the Minister of Natural Resources & Forestry with new powers to make decisions on permit appeals and issue permits without consideration of the conservation authorities’ policies, watershed data, and technical expertise, thereby also reducing transparency and consistency;

    Whereas Bill 229 could remove and/or significantly hinder conservation authorities’ ability to lodge appeals and participate in LPAT hearings;

    Whereas Bill 229 removes the power of conservation authorities to issue stop orders for activities that contravene the Conservation Authorities Act;

    Whereas Bill 229 will allow the Minister of Natural Resources & Forestry to establish standards and requirements for non-mandatory conservation authority programs thereby undermining local Boards and Councils’ ability to determine the programs that are most beneficial to their communities;

    Whereas conservation authorities and municipalities require a longer transition time to develop new agreements and budgets for non-mandatory programs;

    Whereas Bill 229 requires that board members shall generally act on behalf of their respective municipalities thereby contradicting the current fiduciary duty of conservation authority board members to represent the best interests of the conservation authority and its responsibility to the watershed as a whole;  

    Whereas municipalities value and rely on the natural habitats and water resources within conservation authority jurisdictions for the health and well-being of residents; municipalities value conservation authorities’ work to prevent and manage the impacts of flooding and other natural hazards; and municipalities value conservation authorities’ work to ensure safe drinking water;

    Therefore be it resolved;

    That the Province of Ontario work with conservation authorities to address their concerns by repealing and/or amending changes to the Conservation Authorities Act and the Planning Act set out in Bill 229 schedule 6; and

    That the Province of Ontario provide a longer transition period for non-mandatory programs to enable coordination of conservation authority municipal budget processes; and

    That a copy of this resolution be forwarded to:
