In accordance with the West Grey Procedural Bylaw each delegation shall be limited in speaking to not more than ten minutes, and presentations that are requested by council shall have a time limit as determined between the clerk and the presenter.

In accordance with the West Grey Procedural Bylaw comments may be made to council with respect to a specific agenda item. A maximum of two minutes per person is allotted for comments, with a maximum of ten minutes in total for the comment period.

  • Recommendation:

    That the minutes of the August 8, 2022 public meeting, September 6, 2022 regular council meeting, October 3, 2022 public meeting and October 4, 2022 regular council meeting are hereby approved as circulated. 

  • Recommendation:

    That a staff member be paid and present at all future meeting to accurately reflect the required procedural taking of minutes at each meeting.

  • Recommendation:

    That West Grey council and staff consider creating a set of guidelines, goals and procedures (in a practical form), pertinent to each group, to be shared with each volunteer committee at the beginning of each council mandate. This effective communication tool could result in an easier navigation for the volunteer groups working together to build a stronger West Grey community and encourage more participation.

  • Recommendation:

    That the Ayton and Area Recreation Advisory Committee recommends council consider the following in the 2023 Budget and that updates be shared by staff with this committee.

    1. That the kitchen facilities of the Centennial Hall be renovated to meet Public Health Standards (new cabinetry, 3 sinks for proper dish washing, proper cooling appliance, new flooring, dishwasher, etc.) to promote and increase the rentals. It is a smaller hall and could be very desirable for smaller events such as birthday parties, anniversary parties, funeral lunches, family get-togethers and meetings;

    And further, council approves up to $10,000 in furnishings such as couches, chairs,
    etc. to make the atmosphere more inviting to the user.

    2. That Council consider providing funding to replace the old bleachers at the diamond in Ayton, that were taken away but not replaced. One suggestion floated was using armour stone to be used in tiered seating under the maple trees.

    3. That Council consider funding up to $10,000 for the busing of children in Ayton and surrounding area to receive basic life-saving swimming lessons in Durham or Mildmay (which ever presents itself as a better option) in the 2023 budget deliberations. Many rural children are denied this chance which is more easily accessible in urban areas. This would be considered helping sustainability with fewer vehicles on the road.

    4. That the Council approve the following recommendation that the tennis court behind the Ayton Arena, which at the present moment is sitting idle, be revitalized with repaving for tennis and incorporating a Pickle Ball court. This would provided a positive opportunity for the young and old to participate in a variety of activities as choices, in Ayton, are very limited at the moment. Basketball hoops could be included, the lights still work and also could be used for road hockey. This area could also be utilized by renters of the arena during hockey schools making the arena a more desirable rental area. The public school is very close with easy access. The Ayton Area will celebrate its 50th anniversary on July 18 and this could be a welcomed addition.

  • Recommendation:

    That Council approve the following recommendation regarding the Lighting of the Village Christmas Tree on November 19, at the Centennial Hall:
    - rental of a team of horses to drive people around the village
    - the village gathering in the Centennial Hall for the annual Chili Cook Off
    - $100 for prizes for baking contests
    - Involve the Holstein Bells to sing Christmas songs outside and
    - invite Mr. Art Domm, a 98 year old village resident to light our tree.

  • Recommendation:

    That council is made aware of the following dates for activities in 2023 in Ayton:

    1. Snow Volleyball tournament held outside of the Centennial Hall on February 11, 2023

    2. That this committee work with staff to offer pick-up outdoor volleyball and pick-up slow pitch games weekly from June to mid-August in 2023 for children under 16. Also include shuffleboard for all that are interested.

    3. That the Annual Family Fun Slowpitch Tournament be tentatively set for August 11 – 13 2023 at the ball diamond.

    4. That the Halloween Spook House be held at the Centennial Hall on October 28, 2023.

    5. That the 2023 Annual Lighting of the Village Christmas Tree be tentatively booked for December 2, 2023.

  • Recommendation:

    That council consider and approve the recruitment of a variety of new members when committees are reappointed in January of 2023. A mixture of young people (teens), parents of young children and older children, senior citizens and others who wish to work together for the betterment of Ayton and West Grey.

  • Recommendation:

    That Council consider the following assessment of the Gardens and Green Spaces Advisory Committee concerning the present state of each listed garden, its viability (numbered from most needy) and any further actions requested by this committee including a list of updates or new additions to any garden or green spaces within this municipality's urban setting. Any beds not mentioned are sustainable at the present time. Julie Wilson is appointed to discuss this report with staff (please refer to assessment details in minutes).

  • Recommendation:

    That the Gardens and Green Spaces Committee recommend that council approve the following purchases for the 2022 winter season beautification plan:
    - Garland (two x 25 ft.) for Elmwood
    - Garland (two x 75 ft.) for Neustadt bridge
    - Evergreen boughs (40) for Durham bridge baskets
    - Pool noodles (10) for Ayton to create lollipops
    - Reconnect the large tree lights at the front of the Ayton library when Christmas pole lights are installed (after Remembrance Day)
    - New lights be installed on two maple trees on either side of the large tree on main street inf front of the Ayton library
    - Ayton’s “Lighting of the Village Christmas Tree” will be on November 19
    - That the same number of bows be purchased as last year but the colour be a traditional red with a wider ribbon used to make them fuller and more visible when placed in winter decor. With a simple colour used yearly, the bows will create a unified look for the municipality.

  • Recommendation:

    That council consider future use of the Durham pumphouse building and property, and further,

    That council supports the recommendation from the Economic Development Advisory Committee for staff to investigate the condition and potential uses of the building, as promoted by a museum-use proposal.

  • Recommendation:

    That council supports the recommendation from the Economic Development Advisory Committee to approve the addition of a full-time Economic Development Officer to lead and continue the Economic Development Strategy and initiatives underway. 

  • Recommendation:

    The minutes of committees and boards are hereby received.

The municipality recognizes situations, such as the attached 2023 Draft Budget as prepared by the Saugeen Valley Conservation Authority, where it is not practicable to present content in an accessible format.   • Recommendation:

    That council receives report: Forest Creek Estates roads assumption; and further

    That council considers approval of bylaw 87-2022 during the bylaw portion of this meeting.

  • Recommendation:

    That council receives report “Speed reduction on Side Road 5 NDR at Habermehl Lake” and further

    That council considers approval of bylaw #88-2022 during the bylaw portion of this meeting.

  • Recommendation:

    That council receive report Durham Girls Marching Band Follow-up for information and,

    That council approve the posting and sale of band instruments and related materials at ___% percent of the original purchase price with funds being held for the restoration and display of band trophies and awards.

In accordance with the West Grey Procedural Bylaw members may request clarification or updates on previous agenda items.

  • Recommendation:

    That bylaw 46-2022, being a bylaw to establish a Conference, Seminar and Professional Development Policy for council and staff of the Municipality of West Grey, be read a third and final time.

  • Recommendation:

    That Bylaw 87-2022, being a bylaw to assume certain sections of land into the Municipality of West Grey roads system, be read a first, second and third and final time. 

  • Recommendation:

    That Bylaw 88-2022, being a bylaw for setting the rate of speed of motor vehicles from a statutory speed limit, be read a first, second and third and final time. 

  • Recommendation:

    That Bylaw 89-2022, being a bylaw to authorize entering into a winter maintenance services agreement with Integrated Maintenance and Operations Services Inc. operating under the name of "Owen Sound Highway Maintenance Limited", be read a first, second and third and final time. 

  • Recommendation:

    That Bylaw 90-2022, being a bylaw to confirm the proceedings of council, be read a first, second and third and final time.

In accordance with the West Grey Procedural Bylaw, comments are not debatable, nor shall they introduce new business. Comments shall be limited to five minutes per member.

  • Recommendation:
