  • Recommendation:

    That the Council of the Corporation of the Municipality of West Grey endorses the Grey County Cycling and Trails Master Plan as a long-range blueprint for a county-wide cycling and trails network and a tool to facilitate implementation and a guide for future policies.

  • Recommendation:

    That EAM Enterprise Ltd. is hereby exempt from the prohibition related to the delivery of products in Schedule B to bylaw No.55-2016, being the noise bylaw, to allow the delivery of products to the Durham Tim Horton's location outside of the hours of 11 p.m. to 7 a.m.; and 

    That this exemption shall be for a period of six months, pursuant to section 6.1 of bylaw No. 55-2016,  to be reviewed by council in August 2021.

  • Recommendation:

    Whereas there is an urgent need for banking services among the unbanked or underbanked, given that thousands of villages and rural municipalities do not have a bank branch and more than 900 municipalities have expressed their support for postal banking;

    Whereas thousands of Canadians do not have access to affordable high-speed Internet, and the federal government has long promised to bridge the rural broadband gap;

    Whereas urgent action is needed to establish a robust network of electric vehicle charging stations;

    Whereas to achieve carbon-neutral targets by 2050, Canada Post must greatly accelerate the electrification of its fleet;

    Whereas the extensive network of post offices in our communities can provide a wide range of services as community hubs;

    Whereas Canada Post's letter carriers and RSMCs can check-in on vulnerable residents to help keep us in our homes longer as we age;

    Whereas Canada Post must play its part for a more equitable post-pandemic recovery;

    Whereas “The Way Forward for Canada Post,” the report of the 2016 federal public review of the postal service, recommended that Canada Post expand services and adapt its services to the changing needs of the public;

    Whereas the Canadian Union of Postal Workers has advanced Delivering Community Power, a vision of the post-carbon digital-age postal service that address the above needs and more;

    Be it resolved that the Council of the Municipality of West Grey endorses Delivering Community Power; and

    That this motion be circulated to the Honourable Anita Anand, Minister for Public Services and Procurement.

  • Recommendation:

    That all correspondence items not otherwise dealt with are hereby received.

  • Recommendation:

    That report – West Grey Police Services Costing Estimate be received; and further

    That council select costing option #1, 2, 3 or 4.

  • Recommendation:

    The Architect, working with the engineers and consultants, will prepare all construction documents and proceed to tender.

  • Recommendation:

    That council maintain the access gate at the unmaintained road allowance located north of the intersection at South Line Road and Side Road 50.

  • Recommendation:

    That council hereby approves the proposed amalgamation of the current Sustainability Committee, Climate Action Committee and Waste Reduction Committee to establish a West Grey Climate Action Advisory Committee; and

    That the following members of the existing committees be appointed to the committee:

    Bev Falco – Public

    Nikki May - Public

    Elizabeth Murray – Public

    Eric Saunders - Public

    Lee Papineau – Public

    Beth Hamilton - Councillor

    Geoffrey Shea – Councillor

  • Recommendation:

    That council hereby receives the report Partners for Climate Protection Program Feasibility Report;

    That council adopts and supports the Partners for Climate Action Program;

    That council directs the Chief Administrative Officer (CAO) to oversee implementation of the PCP milestones and that the CAO, or designate, be the point of contact for the PCP program for the municipality; and

    That council appoints ___________ to act as a champion at the council level for the PCP program for the municipality.

  • Recommendation:

    That council receives report Strategic Vision Plan – 2021 Areas of Focus for information.

    That council approve the following 2021 priorities:

    1. Customer Service Strategy
    2. Asset Management Plan
    3. Climate Action Plan
    4. Economic Development Strategic Plan

    That bylaw 19-2021, being a bylaw to appoint and enter into an interim contract with a bylaw enforcement officer, be read a first, second and third and final time. 

  • Recommendation:

    That bylaw 20-2021, being a bylaw to amend Zoning Bylaw No. 37-2006, be read a first, second and third and final time. 

  • Recommendation:

    That bylaw No. 21-2021, being a bylaw to authorize a Street Sweeping Agreement between the Municipality of West Grey and Grey County, be read a first, second and third and final time. 

  • Recommendation:

    That bylaw No. 22-2021, being a bylaw to Opt-Out of the Vacant Unit Rebate Program pursuant to section 364 of the Municipal Act, 2001, as amended, be read a first, second and third and final time. 

  • Recommendation:

    That bylaw No. 23-2021, being a bylaw to authorize a Source Protection Plan – Part IV Enforcement Transfer Agreement with Grey Sauble Conservation Authority, be read a first, second and third and final time. 

  • Recommendation:

    That bylaw 24-2021, being a bylaw to confirm the proceedings of the Council of the Corporation of the Municipality of West Grey, be read a first, second and third and final time.

  • Recommendation:

    Moved by: Mayor Robinson

    Whereas the years 2021, 2020 and 2019 each represent significant centennial anniversaries; and

    Whereas 2021 marks the 100th anniversary of the first federal election in which women were able to vote and run as candidates; and

    Whereas 2021 also celebrates the 100th anniversary of Agnes MacPhail being the first woman elected to the Canadian House of Commons representing Grey southeast; and

    Whereas 2020 marks the 100th anniversary of the first Ontario municipal election whereby women ran for elected office; and

    Whereas 2019 marks the 100th anniversary of the Ontario Legislature passing legislation enabling women to run for elected office for the Ontario Legislature as well as Ontario municipal councils;

    Now Therefore Be It Resolved That West Grey Council acknowledge the importance of these dates.

  • Recommendation:

    That we do now adjourn at _______ a.m./p.m., to meet again on April 16, 2021 at 6 p.m. or at the call of the chair.
