In accordance with the West Grey Procedural Bylaw, each delegation shall be limited in speaking to not more than ten minutes, and presentations that are requested by council shall have a time limit as determined between the clerk and the presenter.

The Engineer's Report is attached to Bylaw No. 60-2021.

The Engineer shall provide an overview of the work required. 

Affected property owners may note any concerns they have with respect to the report.

Any person who signed the petition shall be given the opportunity to withdraw from it by putting the request in writing, signing and filing the notice with the clerk and any person who did not sign the petition shall be given the opportunity to do so.

  • Recommendation:

    That West Grey council hereby accepts the Engineer's Report for the Wright Municipal Drain 2021 dated June 16, 2021 as prepared and presented by Bill Dietrich, P..Eng., Dietrich Engineering Limited; and 

    That the provisional bylaw be presented to council for first and second reading in the bylaw portion of the agenda.

In accordance with the West Grey Procedural Bylaw, comments may be made to council with respect to a specific agenda item. A maximum of two minutes per person is allotted for comments, with a maximum of ten minutes in total for the comment period.

  • Recommendation:

    That council receive the West Grey Landfill Operations Update for information.

  • Recommendation:

    That council provides direction on the amount of the donation to the Centre Grey Health Services Foundation for the Markdale Hospital Project, including the sources for funding and timing of the donation.

  • Recommendation:

    That bylaw 58-2021, being a bylaw to regulate the distribution, use, and rates of the Neustadt and Durham water and sewer systems be read a first, second and third and final time.

  • Recommendation:

    That bylaw 59-2021, being a bylaw to confirm the proceedings of council, be read a first, second and third and final time.

  • Recommendation:

    That the Council of the Municipality of West Grey does now go into a closed session at _____ a.m./p.m., with the CAO, Director of Administration/Clerk, Director of Finance/Treasurer, Legislative Coordinator and Director of Infrastructure and Public Works for the purpose of addressing matters related to a proposed or pending acquisition or disposition of land by the municipality.

  • Recommendation:

    That the minutes of the public meeting of July 5, 2021 and the regular council meeting of July 6, 2021 are hereby approved as circulated.

  • Recommendation:

    That a planning report be brought back to a future council meeting regarding the sale of municipal lands as requested by Guy Coulas.

  • Recommendation:

    That council hereby exempts Sean Foley from the leash provisions in Animal Control Bylaw No. 87-2009; and

    That the clerk provide a letter to Mr. Foley confirming this exemption; and

    That staff are directed to review Bylaw No. 87-2009 and report back to a future meeting.

  • Recommendation:

    That a planning report be brought back to a future council meeting regarding the sale of municipal lands as requested by Candue Homes.

  • Recommendation:

    That council award the engineering services for the Garafraxa Street Box Culvert Replacement project to Triton Engineering Services Limited for the sum of $59,000 (excluding HST).

  • Recommendation:

    That council approves the request from Saugeen Valley Conservation Authority (SVCA) for $27,500 representing West Grey’s share to repair the pedestrian walkway and to purchase and install an H-beam at the Durham Upper Dam and further that this be funded from a transfer from the West Grey Flood Control Reserve.

  • Recommendation:

    That council approves the supplementary/omitted taxes and write-offs in the amount $46,708.26 and ($339.84) for location taxation and BIA area rates respectively.

  • Recommendation:

    That CBO report, 2021 Q2 Building Department Activity be received for information.

  • Recommendation:

    That council receive this report for information for a proposed site plan agreement for SP02.2021, Anzelmo, Michael and Pietro, for 240 Garafraxa Street North, Durham.

  • Recommendation:

    That council receive Planner Spencer’s report and the recommendation to proceed to declare the lands surplus and direct staff to proceed with the disposal of municipal lands process.

  • Recommendation:

    That council hereby receives the report, Proposed changes to Commercial Beautification Committee; and

    That council hereby approves the proposed changes to the Commercial Beautification Committee structure to transition to an advisory committee of council named the Gardens and Green Spaces Advisory Committee; and

    That the following current members of the Commercial Beautification Committee continue to serve as members of the Gardens and Green Spaces Advisory Committee:

    Scott Foerster, Courtney Hunter, Susan Papineau, Mary Lou Pfeffer, Becky Weltz and Elizabeth MacKenzie; and

    That the following members of council be appointed to the Gardens and Green Spaces Advisory Committee, ______________ and _______________; and

    That the draft terms of reference for the revised committee be reviewed by the committee and brought to a future meeting for council’s consideration.

  • Recommendation:

    That West Grey council receives the report from G. Scharback, Director of Administration/Clerk re: Court of Revision – Wright Municipal Drain 2021; and

    That a Court of Revision is hereby scheduled for ___________, 2021 at 9 a.m. for the Wright Municipal Drain 2021; and

    That the following members are appointed to the Court of Revision for the Wright Municipal Drain 2021: ______________, _______________, _____________.

In accordance with the West Grey Procedural Bylaw members may request clarification or updates on previous agenda items.

  • Recommendation:

    That bylaw 60-2021, being a bylaw to provide for the drainage works in the Municipality of West Grey, in the County of Grey, being the Wright Municipal Drain 2021, be read a first and second time.

  • Recommendation:

    That bylaw 61-2021, being a bylaw to establish a Conference, Seminar and Professional Development Policy for council and staff of the Municipality of West Grey, be read a first, second, and third and final time.

  • Recommendation:

    That bylaw 62-2021, being a bylaw to confirm the proceedings of council, be read a first, second and third and final time.

In accordance with the West Grey Procedural Bylaw, comments are not debatable, nor shall they introduce new business. Comments shall be limited to five minutes per member.

  • Recommendation:

    That we do now adjourn at _______ a.m./p.m., to meet again on September 7, 2021 at 9 a.m. or at the call of the chair.
