Mayor Robinson called the meeting to order at 9:01 a.m.

Staff reviewed instructions for members of the public to participate via Zoom, telephone, and how to contact staff for assistance if disconnected. It was noted that this meeting will be livestreamed to the West Grey YouTube channel.

Clerk Scharback advised that the purpose of the public meeting is to review applications for proposed amendments to West Grey Zoning Bylaw No. 37-2006, and to allow interested members of the public the opportunity to ask questions or offer comments with regard to the applications. Council will not make a decision on the applications at this meeting, based on the recommendations and information received at this public meeting amending bylaws may be presented for approval at a regular council meeting. 

A public registry is available by email at [email protected] and if any members of the public would like to be notified in writing of the decision on an application they are to provide their name and mailing address for the registry. This will also allow for notice of a Local Planning Appeal Tribunal if the decision of an application is appealed.

Kristine Loft, principle of Loft Planning Inc. provided an overview of the details of the application for zoning amendment on behalf of Chad Weltz and Rebecca Weltz. She noted that the rezoning to residential - medium density (R2) is to implement a series of consents and will permit the development of eight semi-detached residential units, is in keeping with the Planning Act RSO 1990, is consistent with the Provincial Policy Statement, 2020, conforms to the County of Grey Official Plan and the Municipality of West Grey Official Plan, and meets the intent of the Municipality of West Grey zoning bylaw, as applied.

Mayor Robinson thanked Ms. Loft for her delegation presentation.

Planner Spencer recommends approval of her report. She noted that the purpose of the application is to implement a condition of provisional consent for files B15.2020, B16.2020, B17.2020, B18.2020, B19.2020, B20.2020 and B21.2021 by changing the zone symbol on the subject lands from A3 (restricted rural) and C2 (highway commercial) to R2 (medium density residential). The effect of which will satisfy a condition of provisional consent and permit the use of the lands for residential development.

    That council receive planning report regarding application ZA11.2020 to implement a condition of consent for files B15.2021 to B21.2021 and that the appropriate by-law be brought forward at a future council meeting for 1st, 2nd and 3rd and final reading.

Written comments noting no objections were received from Saugeen Valley Conservation Authority.

Councillor D. Hutchinson inquired about the municipal services being extended to Forler Street and if the cost would be incurred by the applicant. Planner Spencer confirmed the services would need to be extended and the cost will be incurred by the applicant. Details are included in the functional servicing and stormwater management report provided by Cobide Engineering Inc.

Staff advised that after approval of a zoning bylaw amendment at the next regular council meeting, there will be a twenty day appeal period. If no appeals are received in that time the applicant will be notified they have fulfilled one condition of the provisional consent.

Planner Spencer recommends approval of her report. She noted that the purpose of the application is to recognize a condition of provisional consent for file B24.2021 which severed a 1.05 ha. (2.6 acre) residential parcel and retain a 19 ha. (46.95 acre) parcel. The effect of which created one (1) residential parcel and retain one (1) rural parcel.

    That council receive Planner Spencer’s report and the recommendation that the appropriate bylaw be brought forward to a future council meeting for 1st, 2nd, and 3rd readings for consideration.

Planner Spencer noted that written comments noting no objections were received from Grey County and Hydro One after publication of the agenda.

Written comments noting no objections were received from Saugeen Valley Conservation Authority.
