Mayor Robinson called the meeting to order at 6:02 p.m.

Staff reviewed instructions for members of the public to participate via Zoom, telephone, and how to contact staff for assistance if disconnected. It was noted that this meeting will be livestreamed to the West Grey YouTube channel.

Mayor Robinson called for a moment of reflection.

Mayor Robinson declared a disqualifying interest in agenda items 11.2.2 Award tender for construction of Wright Municipal Drain 2021 - Director of Administration/Clerk report, and 13.1 Bylaw 60-2021 Drainage works for Municipal Wright Drain 2021. She stated that she has a disqualifying interest on the basis that she has a close personal relationship with a property owner having a pecuniary interest in the subject drainage works.

Rakesh Sharma, P. Eng. with GSS Engineering Consultants provided a presentation to illustrate an assessment study that was completed to determine the impact of the following known items on the rated water and waste water capacity in Durham:

  • Sunvale subdivison
  • Broos subdivision
  • Redevelopment of Rockwood Terrace
  • Un-named subdivision 1
  • Un-named subdivision 2
  • Infilling/redevelopment
  • Provincial policy impact

Mr. Sharma noted that there is a shortfall in capacity when factoring all known items. He also noted that the recent water audit indicates water loss based on the variations in daily numbers.

Mr. Sharma recommended next steps to assist with the water and wastewater capacity concerns.

The following next steps are for water capacity concerns:

  • leak detection survey (completed)
  • investigate new source of water supply
  • implement watermain replacement program based on age, material and water breaks history
  • stop water wastage from the 15 houses that leave taps running during the winter months
  • monitor water records every 2 years (to determine impact of Sunvale and Broos subdivisions)
  • water distribution modelling

The following next steps are for wastewater capacity concerns:

  • undertake smoke testing of entire collection system
  • CCTV inspection of select sanitary sewers
  • implement manhole inspection program
  • sanitary sewers upgrading program (replacement or CIPP lining)
  • monitor sewage flow records every 2 years
  • collection system modelling
  • investigation to enhance WWTP and SPS capacity

Mayor Robinson thanked Mr. Sharma for his presentation.

In recognition of Ontario Public Library Week, Kim Storz, CEO/Chief Librarian, provided an update of the West Grey Public Library operations including COVID-19 related tasks such as providing proof of vaccinations for patrons.

Mayor Robinson thanked Ms. Storz for the information and update.

Pat Morden provided comments regarding naming opportunities in the Lions Heritage Park. The current sign is being redesigned and will include areas for memorial dedications. The Lions Club has received multiple inquiries for naming opportunities.

Mayor Robinson noted that traffic studies were addressed during the council meeting on September 21, 2021.

Councillor Townsend noted that the intent of the Saddler Street traffic review is to test technology that may be considered for other areas in West Grey.

    That West Grey council hereby awards the tender for the construction of the Wright Municipal Drain 2021 to Robinson Farm Drainage Limited, at a total construction cost of $147,172.00 plus HST in the amount of $19,132.36 for a total tender cost of $166,304.36.

Councillor Townsend noted that there has been truck traffic continuing through Durham during construction of Garafraxa Street. Director Czerwinski explained that efforts to improve and increase signage to deter truck traffic. West Grey Police Services continue to monitor the area.

Councillor Shea inquired about the status of the comments in item 12, Questions, of the October 5, 2021 council minutes regarding requesting clarification on Yvonne Pelletier’s request to purchase the unopened road allowance. Planner Spencer will clarify the comments and determine if the recommendation will be affected.
